Hitler and Mussolini were the two leaders of Germany and Italy and in 1936, they had signed a non-aggression act which meant that they would not fight each other and instead they would work together to accomplish their goal. Later on after they had signed the non-aggression act, Japan had joined the Axis Powers in 1940. The dictator of Russia, Joseph Stalin, had started to build industries in the Soviet Union and started to treat the peasants with disrespect.
